Last comment in TCSVT. First submission in October 2022, awaiting decision in early November. There were 5 reviewers, 4 positive reviews, and 1 leaning towards acceptance. However, the Associate Editor ultimately rejected the paper for resubmission. After making revisions for about 4 months, the paper was resubmitted on April 1st. Awaiting decision on May 13th, two of the original reviewers responded, with one indicating acceptance and the other suggesting major revisions. The remaining three reviewers did not reply. The peculiar Associate Editor then assigned 6 additional reviewers and raised over 30 more questions. Finally, the Editor-in-Chief rejected the paper. Considering a total of 11 reviewers across two rounds, I have completely given up on TCSVT. Good luck to everyone, and keep up the good work!

The person who is one of the eight reviewers is me. In the first round, five of them sent back two original ones, and three reviewers did not respond. In the second round, six new ones were sent. Altogether, there are a total of eleven reviewers. This journal is not working out, so I decided to submit it elsewhere.

Based on the current situation of translations, final decisions on acceptance are largely determined by the referees' reviews and factors such as space constraints, topic relevance, the overall balance of articles, and our recent policy regarding one-reject-then-reject. This means that if there is one (not too unfavorable) rejection, it is highly likely that we will reject the submission. The extent of rejection and resubmission also depends on the evaluation of the new referees and the attitude of the Associate Editor (AE). If one of the new referees rejects the submission with sufficient reasons, the risk of rejection and resubmission may be higher.

Rejected papers are usually resubmitted with either a change in or addition of reviewers. Some reviewers may not accept the review request for various reasons, or the associate editor may add additional reviewers. In the four examples around me, one had a change of two out of four reviewers, another had a complete change of three reviewers, one had eight reviewers in total, with two being from the previous round and six being newly added, and one had a change of two out of three reviewers. In the first example, minor revisions were given (all four initial reviews were positive), but it was still rejected and resubmitted. After resubmission, all reviewers remained positive. The second, third, and fourth examples were rejected, with the newly added reviewers exhibiting varying degrees of negativity.

Several classmates I recently learned about have been rejected and have no chance of resubmission. Some classmates were rejected because the AE explicitly requested a resubmission in the review comments, while others were rejected despite receiving positive feedback. The main reason could be that the editor-in-chief rejected the papers in order to maintain a low acceptance rate.
