Is there anyone who is stuck at the "awaiting recommendation" step during the second review? I have been stuck for almost 20 days. Has anyone else been stuck at this step but received results? Normally, it should only take about a week. It's really difficult now...

This is normal, I feel it has become more difficult now. Previously, even when resubmitting after rejection, both of my papers received minor revisions and major revisions in the first round of reviews. However, both papers were ultimately rejected. It seems that recently, if I want to avoid rejection in the first round of reviews, each reviewer should only give minor revisions or at most, only one reviewer should give major revisions.

If the comments are superficial and only involve modifying language, layout, format, or adding some irrelevant experiments, it is generally considered a minor revision. If the comments are more crucial and involve adding numerous experiments, it is likely a major revision. If the comments question the novelty of the research, it may result in rejection.
