According to my personal experience in submitting articles to DSP, each change in the date signifies that a new reviewer has accepted the review request. The reason could be either because the previous reviewer could not be reached or because the previous reviewer's response was too slow, so a new reviewer was sought. Generally, results are expected approximately one month after the last change to "under review."
