The first submission was made in July 2022, revised in August, and accepted in September.
The second submission was made in November 2022 and rejected in February.
The journal is becoming more strict. The reviewers' comments are relatively fair, but the editor-in-chief directly rejected it, possibly because it had some similarities with previously published innovative points.
