Sustainable Development in Engineering: A Review of Principles and Definition of a Conceptual Framework

This article aims to provide engineers and the engineering community with a sustainability conceptual framework setting out the connections linking engineering projects to environmental and social systems. The main principles of sustainable development on the one hand and of sustainable engineering on the other hand are first reviewed, analyzed, and synthesized. Particular attention is paid to the principles put forward by international and national engineering organizations. Key issues emerging for sustainable development in general and sustainable engineering are identified through structured lists of principles. Second, concepts and models originating in natural and social sciences are outlined to shed more light on the ways the various aspects of sustainability are related. The conceptual framework we propose combines the reviewed concepts and models in a relevant manner for sustainable engineering. Engineering projects and physical or social systems prove to be related in manifold ways. Although the most common relations are exposed in the sustainability framework, others have to be further elaborated by eventual users to fully take into account the specificities of the various fields of engineering. Based in part on the framework, a novel systemic definition of sustainable development is also proposed. This definition brings forward a new perspective along which the relevance of the principles can be examined. Finally, applications of the sustainability framework in engineering practice and engineering education are discussed.

What do CGE models have to say about fiscal reform?

Summary: This paper introduces computable general equilibrium (CGE) models as a tool for analyzing the impact of fiscal reforms. The general strengths and weaknesses of CGE models are discussed, along with the basic principles for their proper use in democratic policy debates. The paper examines how fiscal reforms mainly affect the behavior of economic agents and the handling of these effects in CGE models. A review of CGE models applied to evaluating efficiency and equity impacts is also provided, along with remarks on the policy-relevance of the literature and recommendations for making valid contributions to fiscal reform debates.

Economic impacts of infrastructure investment with different funding mechanisms: evidence from Guinea-Bissau

Summary: This study analyzes the economic impacts of infrastructure investment in Africa, with a focus on the economy of Guinea-Bissau. Using a dynamic CGE model, the study finds that infrastructure investments funded by natural resource revenues or aid generate externalities that lead to increased factor returns. Improvements in private investment have positive effects on GDP and job opportunities. Household income and consumption are positively impacted, with the poorest benefiting the most. Income inequality is reduced. However, funding through a mix of debt and direct taxes produces opposite effects. The study suggests the implementation of a potential pro-poor growth agenda in Africa.

Impact of covid-19 on labor force participation in Brazil

Summary: This study analyzes the impact of Covid-19 on the female labor force participation probability in Brazil. The results show that, apart from gender, Covid-19 and layoffs have a negative effect on women's labor force participation, while an additional year of schooling has a positive effect. It is suggested to provide more job opportunities for women in developing countries.

Funding schemes for infrastructure investment and poverty alleviation in Africa: Evidence from Guinea-Bissau

Summary: This study uses a dynamic computable general equilibrium model to examine the economic impacts of an infrastructure investment programme in Guinea-Bissau for the period 2014-2030. The social accounting matrix (SAM) takes into account informal activities, and the model integrates funding schemes for infrastructure investment. The study found that debt-funded infrastructure investment generates positive macro- and micro-level externalities in terms of growth and well-being outcomes, contributing to inequality reduction. However, direct tax funding is not the best economic development alternative for a country with a low per capita income.

A Crossed Analysis of Participations in Labor and Grain Markets: Evidence from Malawi

Summary: This study contributes to the literature on the identification of factors shaping the decision to participate in the grain market in Africa by introducing labor market participation into the farm household model. Empirically, it uses an extension of Heckman's approach and control functions to address endogeneity issues related to the adoption of agricultural technologies. The study finds that limited access to transportation infrastructure constrains the supply of grain and leads to excess labor, and price incentives have a reverse effect on market regime choice. The study also shows that farmers' responses to grain prices are not influenced by their labor market position, and the use of agricultural technologies encourages cereal production and employment of external agricultural labor.

Impact of agricultural input subsidy policy on market participation and income distribution in Africa: A bottom-up/top-down approach

Summary: Previous literature only focused on partial equilibrium analysis when studying the effects of agricultural input subsidy programs on smallholder market participation, ignoring important general equilibrium effects. This study fills this gap by emphasizing the critical role of targeting in the implementation of agricultural input policies. Findings show that the partial equilibrium analysis underestimates the effects of the input policy and neglects heterogeneities between farmers. Additionally, extending the program to excluded farmers can lead to higher market participation, economic growth, and poverty reduction.
