Just last month, my supervisor's previously submitted paper got the result. A year ago, they gave the feedback that the topic didn't match and rejected it directly. It's unbelievable that they kept it for almost a year just to reject it for not matching the topic. At least they should have reviewed it earlier to avoid wasting other people's time, right? ... If they rejected it, they should have given some professional feedback, right? ...
