This journal is highly recognized in the field of neural networks, with less than eighty articles published in a year, making it very difficult to get published. Hinton published two foundational papers on deep learning in 2006, one in Nature and the other in NECO, so it is a joke to use low impact factor or low ranking in the Chinese Academy of Sciences to diminish its significance. The Editor-in-Chief is a leading figure in artificial intelligence, a member of the US National Academy of Engineering, and the initial review process is very rigorous, emphasizing originality. The reviewer's comments are very fair, so it is truly not easy to have an article published in this journal.

The classification of the Chinese Academy of Sciences has always clearly defined the partitioning based on impact factor. It's meaningless to keep bringing this up. Moreover, if you think it's unreasonable, then what criteria do you suggest using for partitioning? In fact, many SCI journals now attach great importance to impact factor, it's just a matter of different perspectives.
