Summary: The international scholarly publishing community has been engaged in a divisive debate about the funding model for scientific research dissemination for the past twenty years, and recent commentaries suggest that the issue is far from resolved. This narrative review examines the deep divisions among stakeholders in the field, explores the systemic factors driving these divisions, and considers the future prospects of implementing the intended benefits of Open Access (OA) while mitigating its risks and costs. The review also highlights the inequities of OA for junior or unfunded researchers and scholars from resource-poor environments, who face discrimination and injustice due to Article Processing Charges.

Summary: Although there is a growing awareness of the benefits of large-scale open access publishing, individual researchers are reluctant to adopt this behavior, which hinders the evolution towards a new scientific culture. This behavioral reluctance is explained by a discrepancy between goals and status quo, and various factors can hinder the cycle leading to behavioral change. Efforts to address these barriers can help in promoting open access publishing and overcoming behavioral reluctances.

Summary: We introduce the Webis-STEREO-21 dataset, a large collection of Scientific Text Reuse in Open-access publications, consisting of 91 million cases of reused text passages from 4.2 million unique open-access publications. The dataset covers a wide range of reuse types, from overlapping words to near-duplicate publications, and provides comprehensive metadata for contextualizing each case. It addresses the shortcomings of previous datasets on scientific writing and allows for qualitative and quantitative analysis of text reuse in science.

Summary: Overlay journals are a type of open access journals where articles are first published on repositories and then submitted to the journal for peer review. This study aimed to identify currently active overlay journals and examine their characteristics. The results show that new overlay journals have been established in recent years, but their overall presence is still small compared to traditional open access journals. Most overlay journals publish articles in natural sciences, mathematics or computer sciences, and are commonly published by academic groups. They may also have high rankings in traditional journal citation metrics. None of the investigated journals required fees from authors, which is related to the cost-effective nature of the overlay publishing model. The wider impact of overlay journals on scholarly publishing will depend on the growth of open access preprint repositories and researchers' willingness to publish in overlay journals.
