Increasing water scarcity combined with an increasing demand for food and water for irrigation call for a careful revision of water use in agriculture. Currently, less than 60% of all the water used for irrigation is effectively used by crops. Based on the new version of the GTAP-W model we analyze the effect of potential water savings and the welfare implications of improvements in irrigation efficiency worldwide. The results show that a water policy directed to improve irrigation efficiency led to global and regional water savings, but it is not beneficial for all regions. The final effect on regional welfare will depend on the interaction of several different causes. For instance, higher irrigation efficiency changes opportunity costs and reverses comparative advantages, modifying regional trade patterns and welfare. For water-stressed regions the effects on welfare are mostly positive. For nonwater scarce regions the results are more mixed and mostly negative. The results show that exports of virtual water are not exclusive of water abundant regions.

Economy-wide rebound makes UK's electric car subsidy fall short of expectations

David Font Vivanco, Victor Nechifor, Jaume Freire-Gonzalez, Alvaro Calzadilla

Summary: This study proposes a method that combines technology-rich model and behavior-optimizing model to evaluate rebound effects caused by environmental policies. The research found that the subsidy on electric cars in the UK resulted in significant economy-wide rebound effects, which is worth noting.

Higher cost of finance exacerbates a climate investment trap in developing economies

Nadia Ameli, Olivier Dessens, Matthew Winning, Jennifer Cronin, Hugues Chenet, Paul Drummond, Alvaro Calzadilla, Gabrial Anandarajah, Michael Grubb

Summary: Access to low cost finance is crucial for the transition to green energy in developing economies, but the uneven distribution of capital costs in different regions poses a challenge. Policy interventions that reduce capital costs can accelerate the achievement of net-zero emissions targets in Africa.

Collaborative management of the Grand Ethiopian Renaissance Dam increases economic benefits and resilience

Summary: Integrating river system and economy-wide models in a dynamic, iterative, bidirectional fashion allows for assessing economic impacts of interventions in river systems. A coordinated operating strategy in the Nile Basin could help meet water demands in Egypt during periods of scarcity and increase hydropower generation and storage in Ethiopia during high flows. The study introduces a new modeling framework that simulates the Nile River System and Egypt's macroeconomy, showing the potential benefits of this coordinated strategy compared to alternative proposals.

Coupling circularity performance and climate action: From disciplinary silos to transdisciplinary modelling science

Summary: Technological breakthroughs and policy measures alone are insufficient to achieve the greenhouse gas emissions goals of the Paris Agreement. Transforming linear economic models into closed-loop industrial ecosystems and shifting lifestyle patterns are important for decarbonization. Interdisciplinary research is needed to explore the potential of the circular economy for climate change mitigation and to assess the synergies and trade-offs. Collaboration between different disciplines, methods, and communities can lead to improved quantitative models and better understand the contribution of enhanced circularity performance to mitigation pathways.

Summary: This paper examines the temporal stability of stated preferences for (dis)amenities in uncertain times by surveying the same respondents at two points in time during the Covid-19 pandemic. The results show that individual preferences exhibit some stability in uncertain times, but there are changes in class sizes, indicating that individuals prioritize safety in uncertain times.

China's unconventional carbon emissions trading market: The impact of a rate-based cap in the power generation sector

Zhongjue Yu, Yong Geng, Alvaro Calzadilla, Raimund Bleischwitz

Summary: China has launched a national-level carbon emissions trading market with a rate-based cap and benchmarks, and this study assesses the impact of this unconventional trading system on economic development, carbon emission mitigation, and power system transition. The results show that the system facilitates decarbonization of the power sector and reduces carbon intensities of coal and gas power.

German citizens' preference for domestic carbon dioxide removal by afforestation is incompatible with national removal potential

Christine Merk, Ulf Liebe, Juergen Meyerhoff, Katrin Rehdanz

Summary: Efficient and sustainable solutions for carbon dioxide removal to offset residual emissions are challenging. The German public prefers domestic afforestation programs over direct air capture programs, and they prioritize minimizing environmental impacts on biodiversity in forests and the use of renewable energy, rather than the permanence of storage.
