For a binary-component system dielectric exchange rules of cubic blocks are derived that exchange of any two small square columns between up/down electrodes, or any two blocks in a same column, will not change dielectric constant. Based on the rules, for the diffusive process of a medium, a formula of change in dielectric constant with a leading edge parameter for expressing degree of diffusion process, or degree of non-equilibrium of state, is derived. From the Maxwell-Garnett model, a power-law formation for a binary-component mixture system is derived with an index of degree of ordering, which provides value of aggregation ability of molecules in diffusive medium. Relationship between the two parameters is discussed. The method is valuable to solve the dispersion behavior of relaxors.
