How to get and keep citizens involved in mobile crowd sensing for water management? A review of key success factors and motivational aspects

Citizen science and particularly mobile crowd sourcing (MCS) has large potential in water resources management for data collection and awareness raising. Concerns about data quality, and initiating and sustaining citizen involvement hamper incorporation of citizen science in water monitoring, together with a lack of practical guidance how to set up citizen science monitoring programs. This review presents an overview of key success factors for citizen science including MCS. Specific attention is paid to motivational aspects. Success factors were organized according to project phase and motivations according to selfdetermination theory. The presented overviews provide practical guidelines for setting up citizen science projects. (C) 2017 The Authors. WIREs Water published by Wiley Periodicals, Inc.

Summary: This paper evaluates long-term climate change adaptation strategies in the Netherlands and Bangladesh, finding that both governments have approved significant investments for the implementation of long-term adaptive strategies. However, understanding of experiences with long-term planning efforts and theoretical frameworks on water-related policy and strategy development remains limited.

Summary: The governance of the transition to sustainable agriculture in the Vietnamese Mekong Delta is hindered by a lack of leadership, coordination, and funding. Fragmented central government leadership causes delays, while the absence of inter-provincial coordination and funding mechanisms further constrains the transition. This study highlights how insufficient governance processes limit climate change adaptation in Vietnam.

Mismatches between policy planning and implementation on the actively living with flood approach in the Vietnamese Mekong Delta

Summary: This study conducted a qualitative case study in An Giang province, Vietnam to examine the understanding of the 'Living with Floods' concept and the implementation of three projects, aiming to explain the effectiveness of water governance in Vietnam. The findings revealed diverging perceptions on the LWF concept among different levels of government, which undermines water governance effectiveness. A framework and a list of indicators are proposed to measure the effectiveness of floodwater governance. Integrating local and social aspects in LWF policies and promoting vertical coordination can help align short-term benefits with long-term adaptation.

Resolving impasses in policy translation: Shall we adjust the idea or the process?

Summary: This study uses Q methodology to explore the contrasting perspectives among relevant actors in resolving impasses in policy transfer from Dutch flood management policy to Jakarta, Indonesia. Two perspectives, direct implementation and further modification, are identified. These perspectives hinder strategic alignment and highlight issues such as lack of leadership from Indonesia and conflicting interests of the Dutch government as policy sender, leading to prolonged stagnation. The use of consultants in strategy making and planning also limits the space for translation.
