Summary: Collaborative innovation projects (CIPs) are inter-organizational collaboration projects that aim to deliver innovative results and involve diverse and dynamic collaborative relationships among stakeholders. Contractual governance and relational governance both play a crucial role in the success of CIPs. However, the existing static evaluation methods of project governance do not align with the dynamic nature of stakeholder collaboration relationships during the innovation process. This study proposes a dynamic evaluation method of CIP governance using stakeholder networks, which fills gaps in the literature and contributes to the development of governance theory. The case study conducted on a project of the Industry Technology Research Institute (ITRI) demonstrates that both contractual and relational governance have a significant impact on stakeholder collaboration throughout the entire CIPs stage, and the governance effect is determined by the changing governance structure rather than just stakeholder power. These findings have important implications for the governance of CIPs and mainstream project governance research.
