Cascading outages are caused by a combination of low-probability events occurring in unexpected sequences. This article discusses the factors that increase the likelihood of power system disturbances escalating into large-scale cascading outages, such as operational margins, equipment overload, and other stress factors.

Reconsidering the traditional schedule of preventive care visits and providing comprehensive care over a series of visits will lead to more efficient and effective preventive care. This model of care will require changes in training, responsibilities, and reimbursement of healthcare team members, as well as enhanced communication and collaboration among all parties involved, particularly with families.

Summary: The study aimed to explore the financial impact of underutilization of preventive dental care for adults enrolled in Medicaid. The findings showed that regular preventive dental care significantly reduced overall dental care costs and lowered rates of emergency department visits, oral surgeries, and dental-related opioid prescriptions compared to individuals who received no or few preventive visits.

Summary: In this study, a system for detecting unexpected dynamic obstacles is built by combining an understanding of a road scene, optical flow movement tracking, and low-cost online visual tracking. The system is able to rapidly track pixel flows and detect targets, while efficiently allocating GPU and CPU resources in real-time. Experimental results demonstrate that the system achieves high efficiency and accuracy in urban road scenes and is capable of handling complex indoor environments.

Summary: This study examines the impact of rule of origin (ROOs) and tariff margin on the utilization of the China-ASEAN Free Trade Agreement (CAFTA). Using a sample of 40,474 product-level observations of China's imports from ASEAN countries between 2015 and 2021 and employing Logit model estimation methods, the study finds that a larger tariff margin positively affects CAFTA utilization, while the rules of origin have a negative effect. The study also assesses the relative contribution of these two effects and finds that the rules of origin play a more significant role in CAFTA utilization by ASEAN countries. Furthermore, heterogeneity analysis reveals that ROOs are important for lower middle-income countries, while the tariff margin is important for upper middle-income and high-income countries. Based on these findings, the study proposes policy recommendations to increase CAFTA utilization by reducing ROO costs and accelerating tariff reductions.

The findings based on the French experience show that such conversion reduces the probability of firm survival by 50 percentage points, leading to indirect bankruptcy costs. The low restructuring rate under the common bankruptcy procedure may alarm stakeholders and worsen the firm's difficulties, making restructuring less likely. A distinct preventive procedure helps prevent this negative spiral.
