Summary: In recent years, there has been a growing interest and commitment in developing countries to utilize information and communication technology (ICT) in higher education. However, research has shown that ICT is not fully utilized by instructors in these countries. This study examined the factors affecting the use of ICT by instructors in Ethiopian universities and found that their ICT competence and attitude directly impact their ICT use. On the other hand, factors such as ICT vision and plan, professional development, support, and infrastructure did not have a direct impact on ICT use. The findings suggest that interventions should focus on improving instructors' professional development to enhance their ICT competence and attitude.
