On the way towards the Energy Union: Position of Austria, the Czech Republic and Slovakia towards external energy security integration

External energy security has gained importance within the EU due to the current Russian-Ukrainian natural gas dispute, but also because of mid- and long-term issues connected to the availability of energy supply in Europe. The Energy Union proposal is supposed to increase the coherence of the EU in external energy, thus contributing to the energy security of the Community. However, various member states have already expressed different (not always positive) views, concerning this project. In order to shed light on the further development of the Energy Union, the present paper based on 52 semi structured interviews examines members states' support for and opposition to the further deepening of integration in external energy security. By analysing Austria, the Czech Republic and Slovakia, this paper argues that member states' preferences depend at least partly on the decision-makers' perceptions of their state's ability to cope with three energy security challenges (external, internal and business). States whose decision-makers believe that their countries are able to successfully cope with these challenges are more likely to oppose further integration in energy security area, while member states whose decision-makers view these tasks as challenging are more likely to support the transfer of competences to the EU. Summary: After joining the European Union, Central and Eastern European countries initially supported the EU's renewable energy targets due to compliance reasons, but as time passed, they began to assert their own preferences more strongly. The development of their positions towards renewable targets is linked to their 'emancipation' and assertive pursuit of preferences at the EU level, once freed from post-accession conditionality.

The EU needs to improve its external energy security

Summary: The spike in energy prices and feared natural gas supplies shortage in the winter of 2021/2022 indicate the limited effectiveness of existing energy measures in ensuring energy security for the European Union. The absence of a unified external energy security policy has made it challenging for the EU to adopt a common energy position in response to Russia's invasion of Ukraine in February 2022. While decarbonization efforts need to be accelerated to achieve the EU's 2050 goals, the Union must also prioritize supporting member states' energy security, including their external dimension, during the transition period.

Ex Ante Governance in the European Union: Energy and climate policy as a ?test run? for the post-pandemic recovery

Summary: This paper examines the policy tools used by the European Commission to align member states' national post-pandemic recovery preferences with its own green (and digital) recovery preferences. The Commission utilized the existing tool of ex ante governance, which enabled it to influence member states' national goals before formal adoption, and to link these goals with the EU's 2030 climate and energy goals. The success of this approach led the Commission to apply the ex ante governance model to post-pandemic recovery, indicating the emergence of a complex ex ante governance within the EU.

Summary: This article examines the influence of EU's post-pandemic response and policy choices on decarbonisation and energy transition efforts. After Russia's full-scale attack on Ukraine, the focus of governments shifted from the response to the Covid-19 pandemic to the urgent need to respond to this more serious situation. Analyzing the energy and climate dimensions of the EU's recovery after the pandemic can provide policy implications applicable to the energy security crisis caused by Russia's invasion of Ukraine.

Coal Is a Priority for Energy Security, until It Is Not: Coal Phase-Out in the EU and Its Persistence in the Face of the Energy Crisis

Summary: Despite the COVID-19 pandemic and the Russian invasion of Ukraine, many countries still see coal as a quick solution to their energy challenges, disregarding the impact on climate goals. Some EU countries are re-evaluating their coal policies, which has negative consequences for the Union's 2050 climate goal. However, most EU countries have not revised their phase-out goals.

Each one for themselves: Exploring the energy security paradox of the European Union

Summary: Many EU member states are reluctant to reduce natural gas consumption voluntarily in the upcoming winter, preventing a unified approach to support severely affected members. This highlights the energy security paradox of the EU, where short-term national interests dominate over collective solutions. A common approach would provide a stronger position politically and economically, but the inability to cooperate in solidarity negotiations reveals fragmentation in the EU's energy security policy, benefiting Russia.

Complete but Fragmented: Research on Energy in Central and Eastern Europe

Summary: This paper examines 16 years of energy research in eleven Central and Eastern European countries. The study finds that the discussion is fragmented, with most journals publishing only one paper on energy in the region. Male researchers dominate the dataset and there has been an increase in the average number of authors per article. Poland is the most frequently covered country, with energy efficiency being the most discussed issue and renewables being the most frequently researched energy source. Surprisingly, nuclear energy and energy security, considered dominant features of the region, have been minimally studied.

Development of a hybridized small modular reactor and solar-based energy system for useful commodities required for sustainable cities

Summary: The current study presents a hybrid small modular nuclear reactor and solar-based system for sustainable communities, integrating floating and bifacial photovoltaic arrays with a small modular reactor. The system efficiently generates power, hydrogen, ammonia, freshwater, and heat for residential, agricultural, and aquaculture facilities. Thermodynamic analysis shows high energy and exergy efficiencies, as well as large-scale ammonia production meeting the needs of metropolitan areas. The hybridization of nuclear and solar technologies offers advantages of reliability, environmental friendliness, and cost efficiency compared to renewable-alone and fossil-based systems.

Investigating the influence of outdoor temperature variations on fire-induced smoke behavior in an atrium-type underground metro station using hybrid ventilation systems

Summary: This study investigates the optimization of hybrid mechanical-natural ventilation for smoke control in complex metro stations. The results show that atrium fires are more significantly impacted by outdoor temperature variations compared to concourse/platform fires. The gathered high-temperature smoke inside the atrium can reach up to 900 K under a 5 MW train fire energy release. The findings provide crucial engineering insights into integrating weather data and adaptable ventilation protocols for smoke prevention/mitigation.

How coal de-capacity policy affects renewable energy development efficiency? Evidence from China

Performance improvement of microbial fuel cell using experimental investigation and fuzzy modelling

A novel prediction method of fuel consumption for wing-diesel hybrid vessels based on feature construction

Summary: This paper proposes a grey box model for fuel consumption prediction of wing-diesel hybrid vessels based on feature construction. By using both parallel and series grey box modeling methods and six machine learning algorithms, twelve combinations of prediction models are established. A feature construction method based on the aerodynamic performance of the wing and the energy relationship of the hybrid system is introduced. The best combination is obtained by considering the root mean square error, and it shows improved accuracy compared to the white box model. The proposed grey box model can accurately predict the daily fuel consumption of wing-diesel hybrid vessels, contributing to operational optimization and the greenization and decarbonization of the shipping industry.

Off-farm employment and household clean energy transition in rural China: A study based on a gender perspective

A novel approach for identifying customer groups for personalized demand-side management services using household socio-demographic data

This paper proposes a data-driven approach to understand the relationship between energy consumption patterns and household characteristics for better DSM services. The model can predict the possibility of DSM membership for a given household. The results demonstrate the usefulness of weekly energy consumption data and household socio-demographic information for distinguishing consumer groups and the potential for targeted DSM strategies.

An orientation-adaptive electromagnetic energy harvester scavenging for wind-induced vibration
