New Psychoactive Substances: Evolution in the Exchange of Information and Innovative Legal Responses in the European Union

At the end of 2019, the European Monitoring Centre for Drugs and Drug Addiction was monitoring around 790 new psychoactive substances, more than twice the total number of controlled substances under the United Nations Conventions. These substances, which are not subject to international drug controls, include a wide range of molecules, including the assortment of drugs such as synthetic cannabinoids, stimulants, opiates, and benzodiazepines. Most of them are sold as legal substitutes for illicit drugs, while others are intended for small groups willing to experiment with them in order to know their possible new effects. At the national level, various measures have been taken to control new substances and many European countries have responded with specific legislation in favor of consumer safety and by extending or adapting existing drug laws to incorporate the new psychoactive substances. Moreover, since 1997, an early warning system has been created in Europe for identifying and responding quickly to the risks of new psychoactive substances. In order to establish a quicker and more effective system to address the criminal activities associated with new dangerous psychoactive substances, the European legal framework has considerably changed over the years.

Alprazolam-associated death: suicide or unintentional overdose?

Summary: A fatal case of alprazolam poisoning was reported, where high concentrations of the drug and its major metabolite were detected in various biological samples. No conclusive evidence confirmed the hypothesis of a suicidal ingestion of alprazolam, but it was assessed as a drug-related death based on pre-existing cardiovascular and respiratory defects. The high levels of alprazolam, far exceeding the therapeutic range, contributed to the fatal respiratory and central nervous system-depressant effects.

Batten disease through different in vivo and in vitro models: A review

Summary: Batten disease, a group of progressive neuropediatric disorders, remains poorly understood despite years of research. This review examines the advantages and limitations of various models, from animal to cell-based, for studying the disease. Patient-derived induced pluripotent stem cells show promise as a new way to investigate neurodegeneration in Batten disease. Both in vivo and in vitro models have contributed to our understanding of the disease, but further research utilizing human bio samples is needed.

These findings can guide shipping companies and other responsible bodies in preventing CVD risk factors among seafarers.

Summary: The importance of informed consent in medical practice is essential, but collecting consent from underage patients is challenging as they often need parental or legal guardian approval. This challenge is amplified in telemedicine contexts. This study uses a scoping review of the literature to examine the practices and solutions for obtaining informed consent from children in telemedicine. The results indicate that delivering adequate information to children is complex, but telemedicine offers opportunities for improved communication with child patients.

Telemedicine in diabetic ulcer management: A pilot study with exploration of medico-legal aspects

Trends in Illicit Cannabis Potency based on the Analysis of Law Enforcement Seizures in the Southern Area of Rome

Summary: This paper presents data on the THC concentration in cannabis resin samples seized in the southern area of Rome from 2015 to 2022. The analysis of over 1000 samples revealed an average THC content of 18.0%, with a significant increase from 13.7% in 2015 to 27.1% in 2022. Some samples exhibited THC potency higher than 24% and even surpassing 40%. The spread of high-potency cannabis resin poses risks to public health.

Accidental Injury or Shaken Elderly Syndrome? Insights from a Case Report

Summary: The death of an elderly woman caused by a traumatic brain injury (TBI) is reported, with autopsy findings of multiple bruises and a frontoparietal hematoma with bilateral subacute subdural haemorrhage (SDH). The case highlights the difficulty in differentiating between inflicted and non-inflicted head injury, and emphasizes the consideration of violent shaking as a possible mechanism of SDH, especially in elderly individuals without signs of impact to the head.
