Renewable Energy Cooperation in Europe: What Next? Drivers and Barriers to the Use of Cooperation Mechanisms

Cooperation on Renewable Energy Sources (RES) in Europe is expected to contribute to energy and climate policy goals and bring multiple benefits at the national, regional and European levels. For this reason, the Cooperation Mechanisms of the RES Directive 2009/28/EC were originally designed to encourage the collaboration of countries and contribute to the achievement of the 2020 EU RES target in a cost-effective manner while providing Member States (MS) with flexibility to meet their national RES objectives. These mechanisms will allow MS to achieve their national RES target in cooperation with other MS and include statistical transfers, joint projects and joint support schemes. However, their use has been limited, leading to skepticism about their future use. The aim of this article is to identify the factors that influence MS decision to use the Cooperation Mechanisms and to rank their importance. The empirical analysis is based on a comprehensive, in-depth literature review and a dedicated survey to MS. Our results show that, indeed, a wide array of drivers and barriers have influenced and will influence the future use of the Cooperation Mechanisms. The main drivers and barriers in the past significantly differ to those influencing the future use. Furthermore, the perception of the relevance of the drivers and barriers by the MS differs depending on whether the countries have already met or are having difficulties to meet their 2020 RES target domestically and on whether they have actually used the Cooperation Mechanisms or not. Some policy implications on how to overcome the existing barriers to the use of those mechanisms are derived from the analysis.

Benefit Analysis of the 1st Spaish Air Pollution Control Programme on Health Impacts and Associated Externalities

Environmental footprint and life cycle costing of a family house built on CLT structure. Analysis of hotspots and improvement measures

Summary: This paper conducted an environmental footprint assessment and a life cycle costing of a single family house built with CLT structure, revealing that the impacts mainly come from the use phase of the building, while construction impacts are due to water scarcity. Investments in insulation measures and PV panels were proven to significantly reduce the environmental footprint and life cycle costs, but potential trade-offs were identified in certain scenarios. Installation of PV panels is highlighted as the most environmentally and economically sound solution for improving sustainability in the building sector in Spain, especially before the electricity sector is fully decarbonized in the short term.

Sustainability Indicators for the Manufacturing and Use of a Fuel Cell Prototype and Hydrogen Storage for Portable Uses

These results provide a basis for future research strategies in improving the fuel cell's sustainability.

Estimates of population exposure to atmospheric pollution and health-related externalities in a real city: The impact of spatial resolution on the accuracy of results

Summary: This study investigates the health impacts of atmospheric pollution in urban environments and evaluates different approaches to estimate population exposure. The results suggest that a spatial resolution of 1 km x 1 km or finer is required to obtain accurate estimates of total population exposure and health-related externalities. Furthermore, using air quality monitoring station concentrations can lead to significant errors in terms of population exposure.

Assessing dependence and governance as value chain risks: Natural Gas versus Concentrated Solar power plants in Mexico

Summary: Geopolitical aspects are often overlooked in quantitative energy investment decision models. This study proposes an Extended Multi-regional Input-Output model (EMRIO) to incorporate import dependence and governance in the energy value chain assessment. The case study in Mexico reveals that a Concentrated Solar Power plant has a more diversified supply chain and better governance levels compared to a Natural Gas Power plant, indicating lower supply risks but potential governance risks in the former.

Assessing the sustainability impacts of concentrated solar power deployment in Europe in the context of global value chains

Summary: This paper investigates the potential socioeconomic, social, and environmental impacts of the future deployment of CSP projects in Spain, considering the global value chain. The results reveal that central receivers have more positive economic impacts and lower negative environmental and social impacts compared to the parabolic trough alternative. The economic and environmental impacts of CSP in Spain depend on the origin of components, with the highest negative impacts occurring when components come from China and the lowest when they come from Germany. Germany supplying the main components also leads to lower social impacts and supply risks.

Carbon benefits of different energy storage alternative end uses. Application to the Spanish case

Summary: This study evaluates the global warming emissions savings obtained from storing and using surplus electricity from variable renewable technologies in the Spanish market. The results show that the highest GHG emissions avoidance benefits can be achieved in the transportation sector and the power sector. However, the benefits from using stored electricity for heat production will decrease over time, while the benefits in the chemical sector will increase.

A comparison and methodological proposal for hybrid approaches to quantify environmental impacts: A case study for renewable energies

Summary: In this paper, a hybrid tiered approach called Identification and Subtraction Method (ISM) is proposed to assess the sustainability of Concentrated Solar Power technology. The results show that LCA and EMRIO methods provide the lowest and highest impact values, respectively. The ISM method expands the boundaries of the LCA by including indirect impacts and retains the technological detail, but requires detailed data analysis and cannot include partial contributions.
