Summary: This study determined the social vulnerability to natural disasters in counties in Khuzestan Province, Iran, by using GIS methods and multi-criteria decision-making procedures. The findings showed that earthquakes and landslides had the greatest impact on the vulnerability of northern and northeastern counties, while floods and dust storms had a greater impact on central, western, and southern counties. Western and eastern counties had the highest levels of social vulnerability, while southern counties had the lowest.

Summary: This study introduces a Group GIS-based Decision Support System (GGDSS) that facilitates the involvement of specific groups of individuals in the assessment of alternative lands/locations. The research presents a Web service-based framework that allows multiple decision makers to use different decision models in the evaluation process. The usability assessment indicates that the majority of users are willing to use the system regularly, find it easy to use, believe it integrates various functions well, expect quick learning, and have a high level of confidence in using the system.

Summary: This paper introduces the MLR-HOWA operator, which uses HOWA means to obtain beta values. It provides the possibility of under or overestimating results based on the decision maker's expectations and knowledge, allowing for analysis of multiple scenarios from minimum to maximum. The paper also presents the main properties of the operator and two extensions using induced and generalized variables. An application in exchange rate forecasting for five Latin American countries is provided, demonstrating that using different combinations of MLR with OWA operators can reduce forecasting errors.

Summary: The attractiveness of coasts increases their exposure to erosion and flooding risks, which are further intensified by climate change and sea level rise. To understand and mitigate the vulnerability of coastal areas, it is crucial to develop, share, and maintain relevant knowledge on risks. This article presents the establishment of a coastal risks observatory in Brittany, France, using a conceptual approach based on hazards, assets, management, and social representations. The approach successfully engaged scientific and operational stakeholders to diagnose the vulnerability of coastal territories.

Summary: In the context of global climate change and energy security pressures, biomass power generation is considered as an effective way to supplement energy supply, reduce fossil fuel consumption, and alleviate environmental pollutants. This paper proposes an integrated modeling framework that combines GIS, multi-criteria decision-making, and type-2 fuzzy inexact programming to optimize the planning and operation strategies of biomass power plants in Henan, China. The results suggest that establishing biomass power plants with a total capacity of 2.4 GW could satisfy 6% of local electricity consumption and avoid 18.51 Mt of carbon emissions. Sensitivity analysis shows that lower investment and operation costs are crucial to stimulate local biomass energy utilization, while a higher feed-in tariff is not encouraged due to limited incentive effects and government burdens.

Summary: This study aims to propose a spatial decision support tool for mapping flood vulnerability in Tehran under different risk scenarios. Several factors were considered, and their weights were determined using expert opinions and the FAHP method. The vulnerability maps for different scenarios were prepared using the OWA method. The results can be used by stakeholders such as urban planners, decision makers, and hydrologists to plan and build resilience against floods.
