The lack of innovation in the second review is just an excuse for the reviewers. After all, it is a little disrespectful to ask for major revisions within 10 days. As a reviewer, I also pointed out things that should not be added to the article. How to respond in a way that satisfies the reviewers and keeps the focus on the central theme of the article is indeed an art.

ieee has been blacklisted for life. I submitted my paper around October 23rd last year and received major revisions in April this year. It took about 10 days to make the requested changes and resubmit. However, my paper was rejected in the second review, which I received on October 3rd. The problem is that there was no response regarding the revisions from the first review. Instead, the editor simply stated that it lacked innovation compared to other works. Although I didn't carefully read all the calculations related to non-uniform waveguides that he mentioned, I don't think they are relevant to my research area at all. The issue of lacking innovation was never mentioned during the five months of the first review. Even if I were to submit to other journals, I wouldn't choose this one.
