My understanding is that the EM system changes the time each time it is operated. There are usually two "with editor" instances, the first one possibly being a technical review, and the second one being the acceptance by the editor-in-chief or deputy editor, followed by a decision. There may also be a third "with editor" instance, for editor replacement or assignment. I am not sure if my understanding is correct.
