This journal's impact factor has reached over 8, surpassing both Knowledge-Based Systems and Information Sciences. However, both of those journals are in the first quartile, while Artificial Intelligence Review is still in the second quartile. It's very strange!

May I ask why I am unable to submit a manuscript?
Every time I click on "Submit a Manuscript," it displays "You do not have sufficient permissions to view this page."
I have submitted to many journals before and have never encountered this issue.
