Individual editors are irresponsible and careless. The editor-in-chief of my paper suggested that I revise it extensively and resubmit. I put in a lot of effort to resubmit it, but I don't know which irresponsible editor handled it. They actually said that the similarity between my manuscript and the previously rejected one is 92% and they won't consider sending it for review. Then the editor-in-chief also rejected it. Didn't they read the cover letter carefully? The main suggestion was to revise and resubmit, and I also included the previous paper's code. I don't know what to do now.
