Papers that do not include an element of robust or nonlinear control and estimation theory will not be considered by the journal, and all papers will be expected to include significant novel content. The focus of the journal is on model based control design approaches rather than heuristic or rule based methods. Papers on neural networks will have to be of exceptional novelty to be considered for the journal.

Got two papers accepted and reviewed one. In the field of control, its quality and reputation are second only to top journals. However, the difficulty is lower compared to IJC (although the ranking is higher). The first paper went through the review process and was accepted in about five months from submission. The second paper went through three or four rounds of review, taking about a year and a half. Therefore, the review cycle varies greatly, but on average, it takes about a year. There is no assigned Associate Editor in the system, but it doesn't have much impact as it still goes through external review. In my second paper, the second round of revisions was in this situation.

I have reviewed a paper, which was an academic achievement by a Japanese scholar. I provided a major comment, stating that there wasn't much difference in terms of innovation compared to the author's previous paper, and I hoped the author could explain it (I gave it a major revision). I could see two other reviewers, one recommended minor revisions or acceptance (I can't remember exactly), and the other also provided some comments and gave a major revision. However, the editor-in-chief directly rejected the paper. So, the editor-in-chief's level is quite decisive. There are several reviewers in this situation. But I became a reviewer only after one of my papers was accepted. Unlike another journal, which I won't mention (whether it's in the SCI second or first zone), they have invited me to review five or six papers even though my paper is still under review. It feels a bit hasty.

Overall, the IJRNC journal has good recognition, the submission time varies, averaging about a year, but it can be shorter or longer. The review process is quite formal, and the editors are very good.

First trial lasted 8 months, and the final result took one year and three months.
Submitted in January 2020.
Major revision for the first trial in September 2020: Two reviewers, Reviewer 1 provided positive feedback, while Reviewer 2 asked irrelevant questions.
Revised in December 2020.
Major revision for the second trial in February 2021: Reviewer 1 agreed to accept the paper, and it seems that the editor changed Reviewer 2. Reviewer 2's comments appeared to be more neutral.
Revised in March 2021.
Rejected in April 2021: Reviewer 2, who seemed to be neutral, believed that the paper lacked an engineering background and suggested submitting it to a mathematics journal.
Submitting a paper is really a matter of luck, it's all about making a living, and is it necessary to waste one or two years of time only to have it rejected in the end?
