There are a few reviewers who cannot be seen, and I remember they will always be "Under Review". Generally, it takes about two weeks for the status to be "Under Review", and the probability of being sent for review is quite high. Someone previously said that if "Under Review" is in uppercase, it means it is sent for external review. However, I once submitted a manuscript and it went through the uppercase "Under Review" status, but the associate editor rejected it as "out of scope" without sending it for external review.

For the old system, I used the journal submission website address on LetPub to submit. After entering, you should be able to see the submission status under the "author" section. Of course, I'm not sure if you can see it for non-communication submissions. Since my previous focus was more on physics, I didn't submit to the IEEE series very often. The only time I had an experience with a non-communication submission, I was able to check the submission status.

As my first submission to JBHI as a corresponding author, I used the new system which does not provide specific details. For example, I had no idea when the manuscript was sent for external review after December 2nd last year. On May 19th, I found the status "awaiting recommendation" in the old system. The new system is convenient for submission, but the old system is better for checking the status.

However, JBHI's impact factor has been consistently increasing, and it is expected to reach around 7.8 this year, firmly placing it in the top quartile. Its reputation is also comparable to journals like Transactions on Biomedical Engineering (TBE), possibly slightly lower. Overall, it is still worth investing in.

The speed is relatively fast, usually taking about 2 months to get results. However, it is not recommended to invest in small field directions. For the past two years, our research group has had multiple articles in the field of epileptic seizures in brainwaves inexplicably rejected. They always prefer four reviewers, but most of their opinions are only superficially knowledgeable. The other reviewers "expose their true nature" as soon as they start speaking. To summarize the review process of these articles: the first three reviewers' opinions are positive, but the fourth reviewer directly rejects them.
