Then, on July 17th, an editor from a journal related to sensors contacted me, suggesting that I submit the paper to their journal. However, the direction did not align with my research, and considering the low risk of rejection by the Chinese Academy of Sciences, I decided not to transfer the paper. I rejected the offer. Three days later, I received the reviewer's comments, and the editor rejected my paper, stating that it was out of scope. I noticed that the reviewer's comments actually recommended publication, so why did the editor reject it after sending it for review? Why didn't they reject it earlier if it was out of scope? What is the process for transferring to another journal? I am truly confused about this journal.

Process:
Submitted on June 13th;
Returned for initial review on June 28th. Minor revisions and major revisions were suggested by the academic editor, and ultimately determined to require minor revisions.
Accepted on July 9th.
Evaluation: This submission went relatively smoothly, mainly because I wanted to get it published. I used two slightly innovative ideas (originally planned to write two separate papers, but due to nearing graduation, I merged them to increase the chances of acceptance). I had previously submitted to TGRS and GRS Letter (for different articles), and felt that the reviewers from domestic journals were more sharp and had some unreasonable opinions. This time, the reviewer first affirmed the ideas in the paper and then provided improvement suggestions, which were quite fair.
Overall, I feel that the editor was responsible and the reviewer's comments were reasonable. The journal has a moderate level of influence.

If it takes too long, it usually means rejection because the editor needs time to write a rejection letter for you. Of course, it is also possible to ask for revisions or directly accept the submission. There are no absolutes, and it is best not to ask about the length of time. Patience is required while waiting for the outcome. Academic editors have absolute authority in this journal, and even if the reviewers agree with your submission, the academic editor may still reject it directly. There is nothing to be said about this. Since you have submitted to their journal, you must follow their rules.
