The speed of manuscript review also depends on luck. Generally, the associate editor gives the reviewers one week to review the manuscript, with a total of two reviewers. However, sometimes if the reviewers delay their reviews for a week, new reviewers need to be found, until the opinions of two reviewers are received. Whether the manuscript can be accepted mainly depends on the associate editor's decision. I have submitted to APL twice, and received one positive and one negative feedback. The first time, the editor rejected the manuscript directly, but the second time, I was given an opportunity to revise and new reviewers were found.
