After revision, if the editor does not suggest resubmission, it is advisable to exercise caution before submitting again. Previously, my paper had a 31% similarity rate, which I personally revised multiple times to approximately 17% before resubmitting. After a few days, it was rejected again, with the reason given as follows:

"The submission has been carefully assessed and it has been found that the paper is out of the scope of INFORMATION SCIENCES. We are concerned that we will not be in a position to fully disseminate your findings; you may wish to consider some other more suitable journal."
