I felt that the proofreading was only average, as the sentence structure was barely changed, but the grammar was corrected. However, I obtained the proofreading certificate and included it in the cover letter for the second review submission. The reviewers and editor did not mention any language issues afterwards. I think since the editor suggested it, it would be better to have it proofread.
