Within two months, the "Under Review" status changed three times. On 11.25, the status changed to "Required Reviews Completed". Elsevier's explanation for this status is "the required number of reviews has been completed and the handling editor is considering them. The editor may invite more reviewers, return the submission to the 'Under Review' status, or may begin entering a decision and move the status to 'Decision in Progress'." However, on 11.28, it changed back to "Under Review" again... Presumably, this indicates that the opinions provided were not sufficient and new reviewers were invited.
