The IEEE Transactions on Communications publishes high-quality manuscripts on advances in the state-of-the-art of all telecommunications including telephone, telegraphy, facsimile, and television, by electromagnetic propagation including radio; wire; aerial; underground, coaxial, and submarine cables; waveguides, communication satellites, and lasers; in marine, aeronautical, space and fixed station services; repeaters, radio relaying, signal storage, and regeneration; telecommunication error detection and correction; multiplexing and carrier techniques; communication switching systems; data communications; and communication theory.

The journals TCOM and TWC do not have the option of resubmission after rejection. They only reject submissions directly. However, these two journals allow for a particular situation: if your manuscript has been rejected only once (including both this journal and other journals), then you can submit again. In other words, if you have not submitted to any other journal and your submission to TCOM has been rejected, TCOM allows you to revise the manuscript and submit it along with a response letter.
