Aims and Scope
IEEE/ASME Transactions on Mechatronics publishes high quality technical papers on technological advances in mechatronics. A primary purpose of the IEEE/ASME Transactions on Mechatronics is to have an archival publication which encompasses both theory and practice. Papers published in the IEEE/ASME Transactions on Mechatronics disclose significant new knowledge needed to implement intelligent mechatronics systems, from analysis and design through simulation and hardware and software implementation. The Transactions also contains a letters section dedicated to rapid publication of short correspondence items concerning new research results.

Just to add, I noticed that many people misunderstand the "under review" status as being sent for external review. I would like to share my understanding. Tmech first goes through the EIC, then is assigned to an SE for review. After the SE's approval, it is assigned to a TE for review. Once the TE starts reviewing, the article's status changes to "Under review." Here, "under review" refers to being under review by the TE. After the TE's review, the article goes through the process of being assigned to reviewers, scoring, and so on, which is the external review stage. It then goes through further scrutiny by TE, SE, and EIC before a final decision is made.
