Aims and Scope

This publication provides a systems-level, focused forum for application-oriented manuscripts that address complex systems and system-of-systems of national and global significance. It intends to encourage and facilitate cooperation and interaction among IEEE Societies with systems-level and systems engineering interest, and to attract non-IEEE contributors and readers from around the globe. Our IEEE Systems Council job is to address issues in new ways that are not solvable in the domains of the existing IEEE or other societies or global organizations. These problems do not fit within traditional hierarchical boundaries. For example, disaster response such as that triggered by Hurricane Katrina, tsunamis, or current volcanic eruptions is not solvable by pure engineering solutions. We need to think about changing and enlarging the paradigm to include systems issues.

Same experience as the 20th floor, but it only took me a total of one and a half months to return after the first review. The evaluations from the first two reviewers were good for minor revisions, and the third reviewer's major evaluation was also good. However, the fourth reviewer was speechless. I was inspired by a primary reference paper for this work, and their comment stated that I seemed to be an incremental improvement of that paper, but I did not clearly explain the novelty and the model was not well explained. In theory, this should be a suggestion for revision, but all of his scores were the lowest option. The editor disregarded the scores and evaluations from the first three reviewers and rejected the paper directly.

2022.03.02 Submitted revised manuscript, still waiting.
Currently, the review process is indeed not fast. I have seen many people here expressing this issue. I originally wanted to get accepted before graduation, but it turned out to be a mistake. However, the reviewers are very thorough. Before asking a question, they elaborate on their own views and then request an explanation for the question.
